So wouldn't you think that "the department" would have the most influence over enacting competent rule change????? Or is the department just there for enforcement???? Or is enforcement just there to make TV shows????
If what your saying is true then the mission statement is an out and out lie.
BLAST FROM THE PAST......
I used to spend my winters duck hunting some great ground that only 3 of us hunted. I was young, built blinds, and listened to the 2 older guys that were my mentors. We killed a ton of ducks. One was an original Director and one an assistant director of "the department".
Back then hiring was experienced based and the state flourished with opportunity from north to south and east to west.
It has been a slow gradual process that has slowly allowed experience to be replaced with formal education. Over time the decay has been slow.
Don't kid yourself for one minute, the people who have gradually mishandled the state's resources have had their heads planted squarely up their a$$. The saddest part is the previous administrations have had to draw up handbooks explaining where the new administrations could find their own a$$.
It then took the feds to gently slide the heads in.
