When I worked for the game department, there was a crop damage program. I don't know what programs they have now. I'd check with them.
It may also depend on the critter as some birds are under the Fish and Wildlife service, I think.
I harrassed geese in the dryland wheat fields by Stratford to keep them from grazing on the new green shoots of wheat.
