Ok, well sorry to give you the bad news, but you won't find a quality NEW cataraft for under $1500/$1900. If you look around, you might be able to find a 14-16ft cataraft for around $1500 used with gear included. Since you want one that's good for whitewater for multiperson you will at least want to go with either an Aire package you can get at http://www.riverraiders.com or go to Skookum and check out the Steelheader at http://www.steelheader.com . If you can swing buying the tubes, you can have a frame custom built, and you can't go wrong with Osprey on here. He builds frames. But seriously, you don't want to go with an outcast, bucks (do they even have a boat over 9ft???). You'll at LEAST want a 12 ft is you want a 2 person boat. Want 3 or more I'd suggest moving up to either a 16 or 18 ft boat. You really have to decide what you want. With a cat, you get what you pay for. A wing is as good as you'll get, but you pay a premium price for it. You can get by with a low end boat, but you'll pay for it later in disfunction of the boat.
