It will be interesting to see how this plays out in courts. So far our system of government is that only Congress may appropriate federal funds, and that the prez is the executive whose job it is to execute those appropriations. The president does not have line item veto to decide which programs to fund and which not to. That is the job of Congress. If the courts side with Trump on this, that will turn the Congress, who are the representatives of all Americans, into nothing more than an advisory committee with all the power of the federal budget in the hands of one person, the chief executive, currently known and the Felon in Chief.
