I asked around, and my source at the NMFS gave me some good info.

From the photo it looks like there is a good deal of ovarian atresia (cell death). The small yellow oocytes are severely atretic eggs, where the atresia appears to have started a long time ago, while the larger white eggs are atretic eggs where the atresia started fairly recently. It is difficult
to discern the rest of the eggs from the photographs, but it looks like some are polarized, which can occur due to over ripening before ovulation.

The cause would appear to be relatively long term due to the apparent age of some of the atresia. Certainly some kind of stress, high temp, confinement, low oxygen, perhaps even inadequate energy reserves.

Bob, are you finding a lot of fish like this, and do you know if the river temperatures and oxygen levels are different this year than previous years?

You can see this sort of phenomena due to high water temperature.
