I often use a hot n' tot for a bait diver, with a sand shrimp behind it. Often I'll run the diver plug from a dropper, which means you can leave both hooks on and working. I had a guy tell me the other day that it is illegal to leave both the hooks on, that one may only have two hooks on the line, in this case, one on the plug/diver, one on the bait.

I check the regs on the state site, and I see words that allow me to have three hooks on the line. Is there some special regulation now that I haven't heard of?

I use this rig on the Snohomish system. I checked the river specific regs, and didn't see anything there.
