The logical connection is lacking, but that's not surprising coming from either the administration or Ollie. Terrorists represent no nation, defend no territory, wear no uniforms. Is it so terribly difficult to see that they are international criminals? So they aren't a good fit with our domestic criminal justice system; shouldn't be that big a problem. Who on the planet is going to object when black ops finds terrorists and just kills them? I don't recall anyone from any nation complaining when Israel's Mossad black ops guys tracked down the "Black September" terrorists and killed them one by one.

Bush need only mention occasionally at press briefings that the CIA has informed him that there are 2 or 3 less terrorists at large this week, and no, one of them wasn't OBL.
