I use a 10 to 10 1/2 foot rod. Just like jig fishing you have to keep the line off the water.
I also use a large baitcaster that can hold 200 yards of 15 lb High Visible main line. String the planner as instructed to a #7 swivel. Between the end of the planner and the swivel place a bead to protect the knot. You can also add a bobber stopper to help you from losing the planner if you break off. From the swivel tie on a 2 foot leader of 10 or 12 lb test line to a #35 pirate green hot shot. Drop the hot shot in the current and give 6 to 7 pulls of main line.
It's going to take a lot practice when you first start out to get this thing out in the current and working. Once you get the hang of it you will find it's fun to fish those areas you couldn't reach before.
One advice, don't fish this around other bank fishermen. Find your own piece of water.
