A lot of the coast rivers close April 1. However, the Wilson and mainstem Nehalem remain open and may be good bets. Call The Guide Shop in Tillamook for details.
An interesting side trip is to hike the Salmonberry River (a Nehalem tributary). It closes 4/1, but it's a great place to see wild spawning steelhead. There's no road access, just railroad tracks to hike along. You can start to see spawners about a mile in. Can make a long day hike out of it if you want. Very pretty river and lots of fish to see.
