I think it depends on where the beach you are fishing is located, along with how the water runs, creating rips traping bait.

So far this year, the humpy bite in the salt has appeared to be random. But the hour or two after slack water always seems to produce at least a few fish. For coho, I like first light - you can't go wrong getting there early. Nothing like getting the first fish of the day!
