If it's not too late to change your plans, I'd fish the Snohomish river instead. I was up on the Skagit all day Saturday and it's still a mess. Very low visibility and low catch rates. Maybe things will change this week but it doesn't look like it to me. You could plunk the outgoing tide at Langus park or cast spoons and buzz bombs. There are other Handicapped-accesible areas as well. Just something to consider. Good luck.
