washington trout can only try to make the state obide by the rules that were set for hatcheries within the esa system, they cant close any, i would say your problem isnt with washington trout its with the people who wrote the rules that they are trying to make the state follow, why dont you do some research and find out why the rules were put there in the first place, oh ya, i know why, so everyone could ingore them
