Maybe, maybe not. Depends on why there is no run left. If the river has good productivity and capacity, it may make more sense to try to restore naturally producing runs and avoid the costs and other hassles of a hatchery. If the habitat is shot, but the river provides a decent conduit to and from the sea, then a hatchery run might be the only choice, and even a hatchery might fail in such a system.

A specific answer would require a specific example, so the general answer is the best I could do.
