With the current low water conditions(need rain!) it is best to fish the Snoho from the town of Snohomish to Everett if you're using a prop. If you have a sled, you can fish anywhere, but know the tides. There are a couple of launches, at Cady Park in Snohomish and down at Lowell.

Humpies are just about over, getting pretty funky looking. Coho are turning on, use small spoons or spinners. Should be good for a couple more weeks.

Then the chums come in, so I would encourage your dad to get a regular full license so he can fish all fall.
