The vast majority of the underwater debris is made up of ghost nets...commercial fishing nets abandoned. The no fault approach flies in the face of what some want which is to hold the commercial fishermen accountable for littering the bottom with these perpetual killing machines. There are several efforts underway to push for identification of the gear while in use so when it is discarded to kill unattended the violators can be held accountable. No fault my butt.

Once again it is the nets....nets ...nets....They rape the resource and don't discriminate...they kill everything in their path. When abandoned on the bottom they continue to kill and do not rot away.
