F-nut........ I was thinking more of crab than shrimp. But why couldn't the Dept. sell 10-15-20 voucher (permits) whatever and you have to date and attach them to your floats???? How hard would that be to enforce? One fish checker (already paid) in an inflatable w/ a fast outboard.. (make a $500 penalty for violators)
Finegrain and I could choose when to use the vouchers. Charge an extra$5 for the tags if necessary..
