Isn't predation by seals a natural occurance?

I highly doubt that this impact is counted against the commercial take guidelines, being a natural event and all. Haven't seals been taking salmon out of nets for centuries?

I mean, even the greenies enjoy watching those cute fuzzy little critters do their thing.
