Maybe the problem is crab and shrimp dung......from chowing down on those rotting chum.
I, for one, hate blanket solutions, with the only exception being emergencies......but then EVERYTHING'S A FRIGGIN' EMERGENCY.
Maybe we need a moratorium on emergencies, so we can get something done. Two million would buy 200 $10,000 septic systems, if you could kick out the beauracratic fees. There are numerous septic designs available to address any seepage problems, but not everyone can afford them. Maybe with a matching-funds-incentive program the 2 mill could upgrade 400-600 systems, maybe more.
Is it better to fine someone who can't afford to improve, or does the public benefit more by making desired changes financially viable?

One more thing....if you think you who are on sewer systems are "doing the best thing", you are wrong. If you really wanted things to take a jump upward in quality, you would push for septic tanks in line of everyone's septic outflow. Then the solids could be captured and pumped out when necessary which would insure that seasonal overloads on the treatment facility would not cause overflow. The violator's of dumping hazardous waste could also be easily found.....think about it.
