From where I'm sitting it looks like classic Bush pre-emptive strike politics. Combine that with Tom Ridge's sad excuse for a press conference yesterday and I'm having a hard time not seeing this as the ground work/substantiation for what I'll call 'the big bang'. Some big event during the leadup to the election to make Dubya look like a hero....
