I've had some success with spinners for summer steelhead. I've fished them two different ways. One just casting, letting it sink and retrieving in slower water. The other casting upstream letting it sink until the current starts to pull it and cause the blades to turn, as described earlier in this thread. I like lead bodies for the latter. I haven't tried it much fishing winter steelhead because the flows seem a little higher.
