He could never happen in our state. Closest thing we ever had was Gary Edwards and he was always fighting with those who think you can reform people once they get to jail. I used to run inmate work crews to fix trails in the Capitol forest when we put on the Sheriff's trail ride every year.( DOC was not always available) Those guys practically fought each other to get the privilege of working in the woods. Beat the tank any day.

From my experience, jail should be punishment and atonement to a large degree. For those who want to better their lives, get an education, start a work program, get their teeth fixed, etc... all that should be available after doing their time. Well, maybe health and dental work could be offered. I remember an old gal that stole a medic van so she could have an abcessed tooth treated.
