I have not been able to watch the movie - I can only get away with so much at work.

I wouldn't worry too much about sovereign status for this port - all embassies are sovereign soil, that's why people can seek asylum at them. Also, native-american reservations are also sovereign nations inside our borders. Of course, based on accused abuses of the fisheries in Washington by tribes (that I have read on this site), maybe that's not a good example.
