Start by putting together a Public Disclosure request to WDFW and ask for everything they have regarding QIN fisheries on the Chehalis system and Grays Harbor...don't let them just tell you that "you have to ask the QIN"...they have everything the QIN has, and you need to get all their documentation, for sure.
