Personally, I don't think a regulation change would have much effect. Those using bait, barbed hooks, and poaching the trout will continue to do so no matter what the regulations are.
that's exactly my point right there -- the same thing goes on in a selective gear, CNR river i fish often, the deschutes(well, the parts i fish the most have that reg applied). guys tossing worms and bonking slab cutthroats.
