Changes in pintail, scaup, and canvasbacks possession.

Grouse limit bumped up to 4.

West side pheasant hunting license required no small game required.

They're not going to release pheasants at the Skagit and Leque Island release sites anymore. Dosent effect me much but I'm sure some of you wet siders wont like it.
