I don't know if health insurance can be mandated, but I have a hard time seeing how it will work unless everyone is in the pool. On second thought, we already have mandated payments into the federal health care program: Medicare and Medicaid payments are witheld from my paycheck, and I get no benefit from either of them. I see how mandatory will work.
