Here's an idea, buy a couple of garbage cans from Bershaugher's (I think that is how you spell it) Ace Hardware in Ephrata, or if there is one closer to you, and put them at all the lake sites that you are experiencing all of the garbage and see if it does not help. A garbage can cost less than 10 bucks and you can write it off/feel good about it because you are Adopting A Lake.

I know when I come back after a long day of fishing with a boat load of wrappers, cans, and such that is the first thing I look for is a garbage can.
