I'm interested to see what the city does about providing utilities to this location. I.e. Sewer, water, power (from GHPUD). Is the city going to drag their feet on that? Will they be forced to provide utilities?

Is the QIN just going to pop in a well and water treatment system, and a mini-sewer treatment plant right there on the bank of the Wishkah, in the middle of a city?!

Who approves the environmental and life safety permits in this case? I am guessing it is most likely going to be Tribal offices in Tahola. BIA has engineers who could review the plans, but they typically only review the plans when the Fed is the funding source.
