I don't think effectiveness really has anything to do with why most people fly fish for steelhead. As most know, generally speaking a swung fly is pretty low on the scale of what steelhead will most readily respond to.

Even as a part time fly guy I don't mind sharing water or bringing up the rear with other fly guys (or gals) in the run. Seeing as how the vast majority of fish go unmolested if not undisturbed entirely, the water is usually pretty far from properly destroyed.
