Must be something missing in the story here. There is no requirement I can find in all of Title 77 that says you have to report having killed and animal that was previously wounded. As far as having a critter hanging in camp and not having the head attached, but on scene. I cant imaging a warden giving someone a ticket for that. Every stinking camp in all of the little naches etc...would be needing a ticket. We have had our skinned and quartered elk hanging in camp and been checked without any problem for not having the head or bag still attached. Same as the other camps when they do drive throughs checking hanging elk. Like Dogfish said, a specific RCW would certainly help, but I dount the whole story is in that first post.
