Actually that sounds fun.
I have another good idea. Put an intiative on the ballot to take cotrol of the WDFW away from the stae and put it in private hands. Everyone knows how well the goverment can screw things up, So the voters might think it is a good idea and vote out the WDFW. Hey it just might work???
