Why Jim, I'd be shocked and dismayed to discover that harvest management didn't (for the hundred and umpteenth time) consider water conditions before planning a fishery. Let's see, weeks and weeks of low water that would discourage all but the bravest of kings from venturing upstream of tidal influence. So maybe a huge % of the total run is lounging around the harbor and river mouths, within reach of the net fishery, a previously scheduled opening occurs, and voila', harvest happens! Just hope that doesn't turn out to be over-harvest. Nope, never seen that play before - wish that were true.
