What happened to that Bill was part of a strategy, there was never any intention to pass it.

Obongocare will collapse under its own weight without any civil liability to the federal government. Soon there will be no insurers under Obongocare and it has already been defunded with the "relief act" executive order.

Obongocare created a system where the federal government was tasked to redistribute wealth to the individual states to pay for Medicaid and subsidized insurance. Soon the states will be getting much less money, so they will have to decide how to continue subsidized insurance if at all without much help from the feds.

With the collapse of Obongocare and without a replacement government run medical program the feds are off the hook for all liability and all the infrastructure that supports it.

In the near future the States will have to decide between mandated services and non mandated services because they will have much less money to play with.

This was part of a well thought out strategy.
