Carcassman River Nutrients Registered: 11/21/07 Posts: 7761 Loc: Olema,California,Planet Earth	What I haven't seen well laid out is how the local levy rate will significantly decline after the first year. A lot of it is a shift from each district collecting something to the state taking a flat rate from everyone.
