Back then, the State was responsible for catch reporting for all commercial sales. To be a licensed dealer, you had to have a state license and allow state samplers to see all Fish Tickets. I think, now, that a dealer can by only Indian fish and then only needs a license from the Tribe. Plus, the Tribes now, through NWIFC, report there first.
