Why does it appear that the IG’s of the FBI and DOJ need to be told how to do their legislated responsibilities?

The OIG's legislated responsibilities are to:
• conduct audits and investigations relating to all aspects of the agency's programs and operations
• coordinate or recommend policies for agency activities and for relationships between NARA and other federal agencies to promote efficiency and prevent waste, fraud, abuse, and mismanagement
• review proposed or existing legislation affecting the agency for impact on the economy and efficiency of operations
• keep the Archivist and the Congress fully informed of fraud, serious problems, abuses and deficiencies, recommend corrective action and report progress in implementing corrective action
• report violations of federal criminal law to the appropriate personnel at the Department of Justice

These agencies’ as a whole are stonewalling well over 1.2 million requested documents from the various check and balance congressional oversight committees with one committee waiting close to a year with very little response.

FBI and DOJ need to do their constitutional duty and supply requested documents to the oversight committees in a timely manner for the US citizens to see. Some of them must believe they are above the law?
