I wouldn't mount it to the floor either. Do the words "frozen rope" mean anything to you? The simplest anchor system is usually the best since it will work in most weather conditions. Mount a metal clam (or "V" jam) cleat right in front of the anchor roller and you'll be good to go. Make sure the clam cleat sits up slightly higher than the roller (you may need to mount it on a block of wood or aluminum) If you still want a side pulley system you can get sailboat hardware through West Marine.
