Been in a few days a week off and on the last month. Must be a good return of WR Springers this year. Participation has been the highest I've ever seen. Curious if both the Puyallup's and the Mucks get to net the lower river since both have rights on them.

Absent specific agreements among Tribes, a Tribe is confined to the U&A. In this case, the Muckleshoots U&W is the White. To fish the Puyallup, the Puyallups would have to invite them. They might do this to better manage the fishery, reduce by catch (of steelhead kelts), and such. Often, tribes will cooperate.

I think the Puyallups net the spring Chinook downstream of the White-Puyallup confluence. The Muckleshoot Tribe fishes in the White River.

I believe that some of the fish lost late last year at Minter Creek were White River stock. Apparently that stock is sufficiently recovered (what is the actual recovery goal, is it attainable, and what have been the returns??) for the tribes to harvest so why do they object to a NT recreational harvest?

Maybe that is another issue that would come under scrutiny with a transparent NOF process.

Remember that the NI marine mixed stock sport fisheries take White River Springs. As do the Makah trollers. The tribes support recreational harvest as long as it in the mixd stock areas. Leave the terminal areas to them.

I believe that production of WR fish has been under a recovery program and consequently they have not been clipped. Therefore little chance of them being taken in a recreational fishery in WA.

Larry, you beat me to the punch. I also believe the WR springs are not clipped. Therefore, in WA it has become a tribal only retention of these fish.

Muckleshoots getting "Low Holed", true meaning of the word. That generally causes conflict.
