"These results show that fisheries management works when applied, and the solution for sustaining fisheries around the world is implementing effective fisheries management, the authors explained."

Based on this conclusion, I guess that Dr. Hilborn and his colleagues would say that effective fisheries management has not been applied to our salmon and steelhead fisheries. Perhaps they have a solution that our managers have not seen.

All Ray said is that "effective" management can work. We know that from the results seen in a variety of fish populations, wildlife populations, and so on. The fact that our fish stocks are not recovering is proof that the management actions needed are not being taken.

They certainly are not very effective but there are those that say DOT or DSHS, or the Fairies (a subset of DOT) would give them a rune for least effective.
