The Feds typically take the lead in this type of operation, they put together a master plan and help the states implement it.
This time the states were sent the vaccine and told they were on their own. Sort of like every other step in this fiasco.
In saying that, the states did have a bit of time to put together a plan of some sort. I'm guessing they don't have a person or team with the ability to coordinate something like this on such a large scale.
