To bad enforcement wouldn't just look the other way when recs are just competing w/ tribal fisheries during legitimate harvest opportunities. I still think if recs were directly competing and enforcement would let it happen, tribes would be more willing to negotiate in good faith. Currently they have the best of all worlds. I think it's there ultimate goal to eliminate all recreation and hoard it all for themselves. I do have to say at least Inslee stood up to a tribal power grab by vetoing there review of most everything. https://www.kuow.org/stories/tribal-lead...consent-measure

And yet we buy licenses to support them. It seems the recs one and only hammer, outside of doing together in an expensive lawsuit, is to not donate to WDFW's through license purchase. If you buy a license, you buy in to what they are doing.

I would add that the relationship between WDFW and at least some of the NI user groups is like spousal abuse. What does the abused spouse stay in a bad situation? How many times do we ask "Why did she/he stay?" Well, why?

Answering your last anecdotal question; Jealousy, greed(y), “hoping the spouse will change their way($) so they can again be a part of a harmonious relationship?

The “sports” are totally phucked in this State, and will continue to be as long as we take our “orders”(seasons/quotas/modeling/data/Esa Permits) from the Tribes. Sure there’s other variables that influence like Fed Spec Permit language in regards to hatchery operation (for raising/releasing hatchery fish), FW Commission (and their lackluster track record), WDFW’s lack of leadership in dealing with the continued topic of NOT having our own Permit from NMFS to eliminate having to cow-tow to the Tribes during the NoF. Might as well just give the “co-management” the keys to the entire state. Reminds me of the current landlord/tenant issues in Wa. The tenant has more rights, even when they’re not paying rent, and now there’s another push to extend the deadline to live in the rental even longer without paying. Sorry for sideways rant....

Probably no agreed upon harvest numbers because.......there aren't agreements in place for many (all?) of the management areas. That was an issue last year for MA 11 and the same there this year - the tribe announced that they were going crabbing and did it. Subsequent agreement lowered last year's total harvest quota. Not sure about this year as I am outside looking in.
