I picked up a Stearns 3XL vest at Outdoor Emporium in Seattle about 3 years ago for about $30. Cabela's Cabela's also has a selection in the $30 to $50 range.

Try Seattle Marine Supply on west Commodore Way in Seattle. It's to the west and behind the Fisherman's Terminal on the Magnolia (south) side of the Ballard bridge. They sell all types of PFD's from regular vests to floating jackets to the suspender types, too.
