Probably a replanting project of some kind. If you get a close look the blue tubes probably have young saplings or shoots in them. I haven't seen the site you're talking about, but that's what it sounds like.

The blue thingys in the sky is the part without clouds. I know that it is seldom seen around here and you may have forgotten what it looks like. The big bright yellow thing is called the "Sun" and is known to visible around here in late June and July wink cool :p

Those blue thingy's keep them pesky beavers from eating all the trees that have been planted. I hear they're changing them to pink along the Skykomish to calm the nerves of all the pissed off fisherman...kinda like they do in a padded jail cell wink
