I've already got an 11 foot rod for the job, just don't know what tackle, bait, or where to fish'em?

I recommend a reel with a high gear ratio 6:1 is great. Got keep the weight above the rocks when reeling in. the shimano speedmaster is a good choice. The size reel you choose needs to be able to handle 300yds of 30lb test. I've landed 10 footers with thirty and pulled with everything i've got and not broke em off. 80lb dacron leader tied to a 7\0 octupus gamakatsu hook. you will need at least a 6oz sinker and a few 8oz sinkers wouldn't hurt. if you go to bonneville take some 10oz with ya. I like the teardrop style but its up to you.(hint) if you have trouble holding in the current try pounding nails in the sinker. as far as bait shrimp is almost always on hand, but smelt eel rolmop shad or anything that stinks will work.
If you're going to fish the lower columbia rig up with a sliding sinker and use a long (2feet) leader. If you go up to bonneville use a short baitleader( as short as you can make it) and a long leader to your sinker. take some 20lb test leader and tie a 18" piece from your swivel to your sinker. Do all the above an just cast as far as you can and hold on. hope this helps ya.
