glowball,

Not sure where you are located, but if you are near Seattle, I would give Seattle Fishing Supply in Ballard a call. They are located on Commodore Way near Fisherman's Terminal.
I know that is where most of the Oregon stores get them.

go to http://www.3riversmarine.com and go to parts and they have some anchor systems in there or go by the shop in woodinville.

Sportco had them the last time I looked, Buoys and all. Or you can take the old trusty Digi-cam , snap a few pics and measurements and have the brother in-law weld one up for you. You can find info on the web on how many lbs you need for the the size boat you have.
Sportco had them for a decent price though, and they were galvanized, so just pick one up if you aren't into metalwork.
And no, its not going to cost $500 for that set-up.

3 rivers told me it would be $500 to have the anchor system put on the front of my boat.

It depends on what all you need. It isn't cheap, that's for sure.

Are you talking about needing the jam cleat with or without roller installed? (reinforced too, depending on boat)

Then you need to purchase the anchor, easy puller, buoy and 300' of line?

Price it out separate and see, is what I would do.
