Does the WAC over ride the States Fishing rules?

In the 2002/2003 fishing regs it states, a fish must be hooked in the mouth to keep.

Apparently in the WAC #220-56-215 is says in the mouth or in the head.

Some posted WDFW signs say in the mouth.

Before I jump on someone trying to keep one hooked in the head I want to be correct.

I believe there is a proposal to change the wording in the reg books to match the wacs. All laws in the book are wacs as far as I know. sometimes they leave out some stuff so its good to checke the wacs, and read repeatedly.

any fish not hooked inside the mouth is a snagged fish and for ethical reasons (more important than legal) must be released.

I talked to a state patrolman today and he said the fishing regs are an interpertion of the WAC.
The WAC is the final law. Hooked in the head is leagal BUMMER!

I quess next year after the new regs state"Hooked in the head" it'll be a free for all
