I have always thought, that the WDFW could be alot more creative, when it comes to raising $$ for their zillions of projects. The deal to have a chance to win a lifetime hunt/fishing liscense, is a good idea and I hope it puts some cash in the kitty, but why not expand that thought and maybe do something like this. (If this has been talked about before, I am sorry for stealing the idea.)
Would you not pay a few bucks extra at renewal time to enter a raffle that the winner or winners could fish any water they choose at any time that they wanted for one day,or hours,with retention or not? For example may 31 on your zipper river at your zipper hole? Example Neah Bay,La push, the day before it opens,or the day after it shuts down when the fishing is on fire. You could have a list of rivers,lakes,salt divided in groups like Coastal,Central,Southwest,East,Northern, and depending on how JUICY the location could be dictates the cost of that raffle. Maybe one dollar to win a day on the Sky at reiter before it opens, No real chance of a negative impact on a certain stock.
But $5 for fishing the cowlitz all the way to the dam above the markers, or any spot where the fish are for sure stacked and it is off limits to all fishing 100% of the time due to the slayfest one could encounter if allowed to fish there. If WDFW even had to provide a staff person to monitor your little day in fishy heaven, the cost would be little. Just think for a moment, of all the scenarios that could be offered to you, or all the times you stood drooling at rolling fish, in closed waters only to find a 1,000 people the next day in that spot when it opened for fishing. Or The times you were tempted to break the law all in the name fish addiction, and the lure of bending rods, and smokers fired up full blast, with the alder chips, OH NO I Think I May Have An ERECTION LOL

Sounds okay to me. I wouldn't pay extra, but I'm sure the competitive fishing people would.

One question though, the limited number of people will have to pay for the enforcement. Additionally, the regs will get even more complicated.

Great idea! It'll never fly with a govenment agency. Too creative.
