Try the kelpbeds off the Garbage Dump, (Koitlah SP?point) on the inside of the outer bay for Black Rockfish. If it is really flat, try Duncan Rock. Fish Black Rockfish with light casting gear and jigs with plastic worms. Lings will be deeper, say 120 feet. The should also be some Yellowtail Rockfish out there. The will be in the top 30 feet of water in many cases.
If you see blacks flipping on the surface, they are feeding on isopods and you can catch and release till your arms are tired as long as you stay with the school.
Black Rockfish are quite fatty and when frozen develop at strong tastes after a few months, so plan on eating them as soon as possible. They last longer if vaccuum packed
I haven't fished it for years, but the tide rip off the north end of Waada Island use to hold some big lings. Fish it on slack tide, be prepared to hang up and loose tackle on the rocky bottom. A live greenling laced with a set of 10/0 hooks will produce the big ones. Please release any over 20 pounds, they are the Momma's and they get to be tough and wormy, the bigger they get.
My best is 57 lbs. from Duncan Rock. My buddy took a 65 the same trip. This was many years ago when bottom fish were scorned and we didn't realize how delicate our bottom fish resources were. I've been releasing anything over 20 lbs. for the last 25 years.
