What is the biggest issue here that divides sport fishermen? Is it because the tribal netting will continue? Is it because there are healthy runs in some river systems and blindly closing isn't the answer to solving the problem?

I'm asking because I've seen the head-butting going on for quite some time and just want to better understand. Both sides I've mentioned above have valid points, I'm just not sure what the right answer is. I surely don't think it's right to continue to net, nor do I agree with blindly setting restrictions.

Every system that is in trouble right now was"healthy" once.

But does that deserve a blanket ban on the rivers that are healthy."NO"

The real issue is that we are fighting over scraps of what is left because of years of poor management, devlopment , commercial fishing unfavorable legal rulings for the fish . The tragedy is that we can only make one right choice to counter the above historical impacts and that choice is conservation yet some still want their share of almost nothing. That share will ultimately lead to nothing for everyone.

As steelhead have a wandering factor that can be 15-20%" healthy" systems can help seed the systems that are in trouble.

We're not really gonna hash through ALL this again are we?

A couple of times now you have referred to this 15 to 20% wandering factor. Find that interesting and was wondering about the source of the figure?

It is common for steelhead, especially summer steelhead show up in rivers other than their home river however they also often backtrack and end back at "home" to spawn. I'm wondering if the info is the % of a given wild population that spawns in water other than its home? Wonder how that info was determined?
