Anyone notice item #11 on the agenda for the W F W Comission, August 7, 2004?

http://wdfw.wa.gov/com/aug0704.htm

11. AMENDMENTS TO HOOD CANAL FISHERIES RULES:
The Commission will consider adoption of the following permanent rule amendments to protect stocks/species in Hood Canal that cannot be adequately protected through the use of emergency rules:

- WAC 220-48-029, Set net--Dogfish--Seasons;
- WAC 220-48-032, Set line--Seasons;
- WAC 220-48-062, Drag seines--Seasons;
- WAC 220-49-020, Herring and anchovy--Seasons--Lawful gear--Purposes;
- WAC 220-49-056, Smelt fishing--Seasons;
- WAC 220-56-128, Food fish fishing--Closed areas;
- WAC 220-56-235, Possession limits--Bottomfish;
- WAC 220-56-267, Herring--Areas and seasons;
- WAC 220-56-270, Smelt--Areas and seasons;
- WAC 220-56-390, Squid, octopus; and
- WAC 220-56-420, Sea cucumbers.

Just cuorious since it's been closed due to "low oxygen levels" for all but crab and salmon ???

Interestingly enough the WAC 220-48 seems to be completely about commercial fisheries targeting dogfish and bottomfish. Having the WDFW adopt the laws would be a good thing I would think. My question is why weren't they already adopted?
